Joseph Kelly III was appointed as Chief of Police on April 1, 2025. Prior to joining LMTPD, Kelly served ten years as Chief of Police in Yardley Borough. Before serving in PA, Kelly served for 23 years with the NJ Transit Police Department where he worked in various ranks and assignments retiring as a Deputy Chief of Police directing police operations. Kelly also served with the Maplewood (NJ) Police Department as a public safety dispatcher and reserve police officer and is/was certified or commissioned as a police officer in Pennsylvania, New Jersey, and New York.
Chief Kelly has instructed various levels to include police academy, undergraduate and graduate students. He testified in April 2010 before the U.S. Senate Committee of Science, Science and Transportation on securing the Nation’s rail and other surface transportation networks and was commended on the floor of the U.S. House of Representatives in July 2019 for his service in Yardley Borough. Chief Kelly has been awarded numerous police commendations to include the Police Valor Award.
Chief Kelly holds a Bachelor’s Degree in Criminal Justice and a Master’s Degree in Education from Seton Hall University. He has also completed the New Jersey State Chiefs of Police Command and Leadership Program.
