On Saturday, October 11, 2025, around 7:10 PM, a group of juveniles were hanging out in the parking lot at 3800 Horizon Boulevard when they noticed an Asian male sitting in a blue Toyota nearby. Moments later, the man fired two shots toward the group before speeding away.
Officers responded and found two spent 9mm shell casings in the area. Thankfully, no one was injured.
The juveniles told officers they recognized the man from the area and that he had chased them and fired shots on prior occasions, which had not been reported to police.
During the investigation, detectives learned of another unreported incident on September 10, 2025, at the same parking garage, where witnesses heard multiple gunshots after seeing a similar blue sedan.
Bensalem Police began undercover surveillance of the area. On October 22, 2025, officers spotted the suspect vehicle being driven by wjat appeared to be an Asian male in his early twenties. When officers tried to approach, the driver accelerated toward an officer’s car before fleeing. Police obtained the vehicle's registration number before it jumped a curb and fled across a grassy area.
Detectives identified the vehicle’s owner and determined her son, Talgat Turgunbekov, 19, of Bustleton Avenue, Philadelphia, matched the shooter’s description. Police also learned of a 2024 road rage incident involving Turgunbekov, where he pointed a BB rifle and threw a tire iron through another vehicle’s rear window.
The juveniles from the October 11th shooting positively identified Turgunbekov as the suspect. On Thursday, October 24th, he turned himself in to Bensalem Police.
Turgunbekov is charged with Aggravated Assault, Carrying a Firearm Without a License, Fleeing or Attempting to Elude Police, Simple Assault, Recklessly Endangering Another Person, and related charges. He was arraigned by District Justice Daniel Baranoski and remanded to the Bucks County Correctional Facility on 10% of $250,000 bail.
