STALKING, BURGLARY ARREST - GPS TRACKER
On April 16, 2024, the female victim reported a suspicious occurrence to police. She returned home from a vacation and found that someone had turned off all of the circuit breakers in her home and manually unscrewed the internet connection from the wall, cutting her internet service. She told police that she met Matthew Bustin, 33, King of Prussia, PA, on a dating website. After a few meetings, she felt uncomfortable after odd behavior arose. She ended their relationship with him and blocked him on social media, but he continued to text her and show up unexpectedly.
Bensalem Detectives examined the victim's vehicle, and a magnetized GPS tracking device was found on its underside. The detective then obtained a search warrant to recover data from the device and its manufacturer. The account associated with the tracker came back to Matthew Bustin. Tracker data showed that it began transmitting the locations of the victim's car on April 5, 2024, at the victim's workplace in Montgomery County. The detective then obtained surveillance video from the business and observed a male get out of a black Honda Civic. He then walks towards the victim's car, lies on the ground, reaches underneath the vehicle, and then returns to his car. The male and the Honda Civic match the description of Matthew Bustin and the vehicle he drives.
A search warrant was obtained for Matthew Bustin's cellular phone location data. An analysis of the data showed that Matthew Bustin was in the area of the victim's home and workplace on at least 9 occasions without her knowledge after she ended the relationship. He was also found to be at the victim's workplace when the male was seen lying next to her vehicle on surveillance video. Records were obtained from PECO, and it was found that the power to her home was turned off between 9:00 PM and 10:00 PM on Sunday, April 14, 2024, when the victim was on vacation. Bustin's phone was at or near her residence in the same timeframe.
An arrest warrant was obtained for Matthew Bustin, who was charged with Burglary, Criminal Trespass, Stalking, and Harassment. On Saturday, June 1, 2024, Matthew Bustin turned himself in at the Bensalem Township Police Department on the active warrant. District Justice Lisa Gaier arraigned Matthew Bustin and remanded him to the Bucks County Correctional Facility on 10% of $2,000,000 bail.
