Drug dealers arrested by Drug Strike Force will serve up to two decades in prison

Two Philadelphia drug dealers arrested two years ago during an investigation by the Bucks County Detectives Drug Strike Force were sentenced on Tuesday, Jan. 18, 2022, to up to 20 years in state prison.

Winston Frias-Moya, 33, and Adalberto Villalona, 45, were charged after having sold more than 5,000 bags of heroin/fentanyl during a pair of controlled purchases in February 2020.

In August, they both pleaded guilty to two counts of possession with intent to deliver heroin one count each of criminal conspiracy and dealing in proceeds of unlawful activities. Frias-Moya also pleaded guilty to criminal use of a communication facility and possession of heroin.

On Tuesday, they appeared before President Judge Wallace H. Bateman Jr., who sentenced Frias-Moya to 9 ½ years to 20 years in state prison and Villalona to eight years to 20 years in state prison.

Drug Strike Force investigators in February 2020 conducted two controlled purchases of suspected heroin/fentanyl from Frias-Moya and Villalona in the area of Street Road in Bensalem Township. The pair delivered 101 “bricks” – 25 on one occasion and 76 on another – totaling 5,050 bags of suspected heroin in exchange for more than $13,000.

“The coordinated efforts of our Drug Strike Force and Chief of our Drug Prosecution division, Tom Gannon, have served to protect the citizens of Bucks County from these two drug dealers,” District Attorney Matt Weintraub said. “They will now be in prison for almost one to two decades as a result of trying to peddle their poison to our people.”

This case was investigated by the Bucks County Detectives Drug Strike Force in conjunction with their High Intensity Drug Trafficking Areas (HIDTA) partners at Homeland Security Investigations with assistance from Pennsylvania State Police and the Bensalem Township Police Department.

Deputy District Attorney Thomas C. Gannon prosecuted the case.
