On July 22nd, 2019 at approximately 1620 hrs, officers from the Upper Makefield Twp. Police Department responded to the 1200 block of Eagle Rd, specifically near the top of the hill, for a overturned vehicle on it's side, with the driver trapped inside. Once on scene, officers found a male trapped inside his Jeep. Officers assisted the driver with getting out of the vehicle. While doing so, officers could detect an odor of alcohol emanating from the driver, one Ralph Novoa of Beaumont Dr. Newtown. Once standing outside of the vehicle, Novoa was observed to have an unsteady gate, blood shot eyes, a dazed stare, but denied consuming alcohol. Novoa also gave officers multiple accounts of how the accident occurred. St. Mary's Ambulance arrived on scene and found Novoa to have non-life threatening injuries. Novoa was transported to St. Mary's Medical Center via ambulance. Novoa while at the hospital refused to consent to a blood test.
