Youth Aid Panel
Panel volunteers work with local police departments to divert first-time offenders from the Juvenile Justice System. Plumstead, Solebury, and Warwick Townships established the Central Bucks Youth Aid Panel (YAP) in 1990, the first to panel serving multiple townships. After admitting to a crime and paying any restitution, a youth meets with YAP and their parents. The youth offender may be given community service, drug/alcohol counseling, and/or probation. In order to encourage a successful outcome, the youth is assigned a caseworker who follows them through each phase of the process until they are dismissed. Juveniles may go through the YAP process once. If additional negative police action occurs, these juveniles must go through the Juvenile Court system.
